Abstract

      We tried in this research to show the role of the Federal Supreme Court in drawing up the general policy of the state as a guarantor of the application of the law and respect for the constitution in order to satisfy the public needs so that the legislative authority complements the work of the executive authority in the process of building the general policy of the state as the legislative process related to this policy is the basis from which the executive authority proceeds and in the development of plans and mechanisms for its implementation on the ground, and as the legislative process and the enactment of laws that achieve the interest of society and that carried out by the House of Representatives by agreement All constitutions of the world are subject to oversight by the judiciary represented by the highest judicial body in the state, represented by the Supreme Constitutional Court - oversight of the constitutionality of laws - it is from here that the constitutional judiciary can play a major role in that process because the task of drawing up the general policy of the state imposes on those in charge of it a responsibility that those bodies should bear, which makes oversight among the most important constitutional guarantees on those laws and therefore we can say that the constitutionality of policy To achieve this, the Federal Supreme Court, as is the case in Iraq, addresses in order to ensure that the role of the Federal Supreme Court in formulating public policy

 

and how its contribution is manifested through monitoring the constitutionality of laws or the issue of legislative deficiencies .
