Abstract

     The federal units exercise some actions within the framework of international law if the country’s constitution authorizes them to act. However, when the federal units exercise some powers within the framework of international law, they must adhere to a set of standards and principles stipulated in international charters and agreements, otherwise they will raise international responsibility towards the federal state. In addition, the federal units must adhere to the contents of the constitutional texts, as the Federal Constitution authorizes them to exercise some international actions within the framework of international law.

Autonomy does not mean leaving the freedom of action to each region in the international sphere, but rather this independence is in limited areas with the region enjoying a degree of sovereignty in the internal sphere, provided that this freedom of action is consistent with the general objectives of the Union as well as taking into account international rules in their entirety. .
